ICF GLOBAL SUMMIT 2025

The Intelligent Community Forum (ICF), founded in 2002 in New York, is a global network of pioneering cities committed to innovation, sustainable development, and digital prosperity, built on a research foundation spanning more than 200 communities across five continents.

In 2025, the ICF Global Summit will be hosted in Binh Duong Ward, Ho Chi Minh City, a locality that has firmly established its international standing with five consecutive years in the SMART 21 (2019–2023), three consecutive years in the Top 7 Intelligent Communities (2021–2023), and the prestigious title of Intelligent Community of the Year 2023, joining the ranks of Singapore, Eindhoven (Netherlands), New York (USA), Espoo (Finland), Curitiba (Brazil), Winnipeg (Canada), and other global leaders.

The Summit is expected to welcome approximately 600 city leaders, international experts, technology corporations, research institutes, and investors, serving as a global platform connecting intelligent communities with Vietnamese businesses. It aims to strengthen international cooperation, promote Ho Chi Minh City and Vietnam as strategic investment destinations, and foster high-level dialogue on sustainable urban development, technology, digital transformation, artificial intelligence, and smart governance.

The Intelligent Community Forum Global Summit 2025 (ICF Global Summit 2025) will take place from December 2–3, 2025 at the Binh Duong Convention & Exhibition Center, Binh Duong Ward, Ho Chi Minh City, Vietnam.

This annual event gathers urban leaders, international organizations, academia, and technology and innovation-driven enterprises to foster collaboration, share best practices, and shape strategic visions for smart and sustainable city development worldwide.

KEY OBJECTIVES

• Strengthen international collaboration between global smart communities, businesses, and government agencies in Vietnam.
• Position Ho Chi Minh City and Vietnam as strategic destinations for investment in high technology, digital infrastructure, and innovation.
• Facilitate policy dialogue and strategic visioning for sustainable urban development.
• Update global trends in technology, digital transformation, AI, and smart governance to support future policymaking for Ho Chi Minh City.

In 2025, the Summit will take place under the theme “Intelligent and Investment Ready: The Economic Transformation of Vietnam”, featuring a series of in-depth discussions centered on:

• The breakthrough journey of the Top 7 ICF 2025, supported by case studies and the 2025 Top 7 Assessment Report.
• The six pillars of the Intelligent Community framework, illustrating how data, technology, and citizen engagement are reshaping urban capacity.
• Urban leadership in the digital era, with lessons in governance, innovation, and adaptability.
• Competitive advantages and the metropolitan vision of Ho Chi Minh City following administrative consolidation.
• Enhancing urban competitiveness through innovative ecosystems, high-quality investment attraction, and community brand development.
