Recognizing that Binh Duong is becoming a spotlight of innovation in the region of South East Asia, Becamex Investment and Industrial Development Corporation (“Becamex IDC”) and the Connected Places Catapult (“CPC”) have indicated that both are open to collaboration to grow and establish Binh Duong Smart City, Binh Duong Innovation Region, and Binh Duong Science and Technology Industrial Park as leading innovation hubs.
Following that, on November 11st, 2021, the signing of the MOU between Becamex IDC and the Connected Places Catapult to develop Binh Duong Smart Cities and Binh Duong Innovation Region was held. The signing of the MoU between Becamex IDC and the Connected Places Catapult is attended by honorable guests. There are Major General Nguyen Manh Hung, Minister of Information and Communications of the Socialist Republic of Viet Nam, leading the official working delegation to London, British Consul General in Ho Chi Minh City, Leaders of Binh Duong Province, Board of Directors of Becamex IDC and the Connected Places Catapult, together with representatives from Vietnamese & British companies and associations.

Becamex IDC and CPC have identified specific areas for increased collaboration, which will include programs, initiatives, and formations of formal agreement in the following areas:
- Scoping the next stage of the innovation journey of Binh Duong Smart City, Binh Duong Innovation Region, and Binh Duong Science and Technology Industrial Park;
- Establishment of a Memorandum of Understanding reflecting a 5-year development roadmap for Binh Duong and the collaboration between Becamex IDC and CPC;
- Development of programs for innovation, attracting quality foreign direct investment to Binh Duong, and enhancing export opportunities for British SMEs.

The cooperation between CPC and Becamex IDC is going to support the development of Binh Duong Smart City, Binh Duong Innovation Region, and Binh Duong Science and Technology Industrial Park to strengthen the next stage of the innovation process. As a result, this project will create a complete investment attraction model with 2 core values as below:
- As a science and technology center, in which, three-way cooperation between the government, businesses community and institutions that are encouraged, promoted, and replicated;
- As a center of R&D and production of high-value and intelligence industries.
